Background of the Study
Birnin Kebbi Local Government Area (LGA) in Kebbi State, located in the northwestern part of Nigeria, faces significant challenges in managing its water resources. Water scarcity, distribution inequities, and geopolitical tensions have complicated efforts to provide clean water to the local population. The region’s water resources are primarily sourced from the Niger River, but factors such as political conflicts, ethnic divisions, and competition for water resources among neighboring regions have contributed to the mismanagement and inefficient distribution of water. Geopolitical dynamics, including the rivalry between agricultural and industrial sectors, also exacerbate the problem, as water use becomes a source of contention among different communities (Sani & Abubakar, 2024). This study will assess how these geopolitical factors hinder the effective management of water resources in Birnin Kebbi LGA and propose potential solutions for improving water governance in the area.

1.2 Statement of the Problem
Water resources in Birnin Kebbi LGA are unevenly distributed, with some areas experiencing severe scarcity, while others have more accessible water sources. The challenges in water resource management are compounded by geopolitical factors such as ethnic rivalries, competition between agricultural and industrial water use, and political interference. These factors hinder the development of effective and equitable water management policies, leading to water scarcity, inefficient use of resources, and poor access to potable water for many residents. This study seeks to examine how these geopolitical challenges affect water resource management and explore strategies to improve the situation.

1.3 Objectives of the Study

  • To evaluate the role of geopolitical factors in the management of water resources in Birnin Kebbi LGA.

  • To assess the impact of water resource mismanagement on the local population in Birnin Kebbi LGA.

  • To recommend strategies for improving water resource management in Birnin Kebbi LGA by addressing geopolitical challenges.

1.4 Research Questions

  • What are the geopolitical factors that affect water resource management in Birnin Kebbi LGA?

  • How do these geopolitical challenges impact the availability and distribution of water in Birnin Kebbi LGA?

  • What solutions can be implemented to address the geopolitical issues affecting water management in Birnin Kebbi LGA?

1.5 Research Hypothesis

  • Geopolitical factors significantly contribute to water resource mismanagement in Birnin Kebbi LGA.

  • Ethnic and political competition for water resources leads to inequitable distribution in Birnin Kebbi LGA.

  • Addressing geopolitical challenges will improve the efficiency and fairness of water resource management in Birnin Kebbi LGA.

1.6 Significance of the Study
The study is significant as it provides insights into how geopolitical factors influence the management of water resources in Birnin Kebbi LGA. The findings will assist local and state policymakers, water management agencies, and community leaders in addressing the root causes of water mismanagement and creating more sustainable, equitable solutions for water distribution (Sani & Abubakar, 2024). Additionally, it will contribute to broader discussions on resource management in regions affected by geopolitical tensions.

1.7 Scope and Limitations of the Study
The study is confined to Birnin Kebbi LGA in Kebbi State and will focus on the influence of geopolitical factors on water resource management. Limitations include potential challenges in accessing government and community data on water distribution and the difficulty in measuring the direct impact of political and ethnic factors on water management.

1.8 Operational Definition of Terms

  • Geopolitical Challenges: Political and social factors arising from ethnic, regional, or national tensions that influence resource management (Sani & Abubakar, 2024).

  • Water Resource Management: The planning, development, and distribution of water resources to meet the needs of the population and other sectors (Sani & Abubakar, 2024).

  • Birnin Kebbi Local Government Area: A region in Kebbi State, Nigeria, facing water management issues due to geopolitical factors (Sani & Abubakar, 2024).
